Tunisia | Carrying out a feasibility study for the modernisation of civil protection

Faced with a natural and anthropogenic environment highly exposed to the occurrence of multiple and varied disasters, Tunisia is facing economic and industrial progress that has a significant impact on the population’s needs in terms of emergency relief and assistance.

In this context, the modernization of the National Office of Civil Protection (ONCP) is a priority and it was essential to be able to draw up a realistic inventory and co-construct a roadmap to enable this modernization. 

The study conducted by TDS, lasting 6 months, was organized in 3 phases: (1) contextual and technical diagnosis of the Tunisian Civil Protection, (2) detail of all the technical, financial and temporal aspects of each of the components (3) Governance and preparation for project launch. 

TDS has submitted an independent and detailed study to the AFD, including strategic and operational recommendations for effective implementation by the NCPN.

This study provided a full identification of the capacity building needs of ONPC, ENPC for project implementation and proposals for specific activities corresponding to it in the form, if relevant, a plan to mobilize external expertise and a definition of a gender action plan and climate co-benefits assessment.
