Tunisia | Carrying out a feasibility study for the modernisation of civil protection

Faced with a natural and anthropogenic environment highly exposed to the occurrence of multiple and varied disasters, Tunisia is facing economic and industrial progress that has a significant impact on the needs of its population in terms of emergency relief and assistance.

In this context, the modernisation of the National Office for Civil Protection (ONCP) is a priority and it was essential to be able to draw up a realistic inventory and co-construct a roadmap to allow this modernisation.

The 6-month study conducted by TDS was organized in 3 phases:

  1. Contextual and technical diagnosis of the Tunisian civil protection,
  2. Details of all the technical, financial and temporal aspects of each component,
  3. Governance and preparation for project launch.

TDS has submitted an independent and detailed study to the AFD, including strategic and operational recommendations for effective implementation by the NCPN. This study enabled:

  • Full identification of the capacity building needs of the ONPC, the ENPC for the implementation of the project and proposals for specific activities corresponding to it, in the form, if relevant, of a plan for mobilization of external expertise.
  • The definition of a gender action plan and assessment of climate co-benefits.
