Senegal | Evaluation of a cluster of projects in the field of Security, Governance and Stabilization (SGS)

In the face of growing development challenges, ODA actors and instruments have multiplied, making better coordination within and between the various development programmes essential to ensure the relevance, effectiveness and efficiency of aid.

In this context, TDS was asked to carry out an independent evaluation, based on a cluster of 22 projects funded by the MEAE, in the field of security, governance and stabilization. 

The evaluation, which lasted 10 months, was organized in three phases: structuring, data collection and assessment. Several dozen interviews were conducted and visits took place in the three countries receiving the most MEAE assistance in the relevant theme, over the given period.

At the end of this process, TDS submitted an independent, neutral and comprehensive evaluation to the MEAE, including operational recommendations for the effective implementation of the France Team’s projects in the field of Security, Governance and Stabilization.

The evaluation conducted by TDS provided feedback and specific recommendations to support the client in:

• Taking into account the continuum and contiguum security-development;
• The operationalization of the global approach defined in the strategy «Prevention, Resilience and Sustainable Peace».
