Sahel Region | Evaluation of the Minka Fund

Launched in 2017, the Minka Peace and Resilience Fund is AFD’s financial tool dedicated to peacebuilding, as part of the French strategy «Prévention, Résilience et Paix durable». This development tool is dedicated to medium-long-term interventions in territories affected by a crisis or conflict. It thus makes it possible to finance projects aimed at acting on the determinants of crises and providing an adapted response for the benefit of local populations.

After 5 years of implementation between 2017 and 2021, AFD has requested TDS Group and its collaborator to carry out the evaluation at a crucial moment in order to feed the reflection of the State and AFD on several levels:

  • A strategic level for the AFD supervisory bodies regarding the follow-up to be given to Minka, its positioning and governance;
  • A strategic level for AFD, on its approach to fragility and peacebuilding before the revision of the Vulnerability strategy and the Strategic Orientation Plan scheduled for late 2022;
  • An operational level, on its mode of operation and implementation.

The evaluation, which lasted 10 months, was organized in 3 phases: Framing, conducting and reporting of the evaluation; and at two levels: broad field and clusters of projects.

Local collaborators enabled the collection of field data, both quantitative and qualitative. These have been analysed under the OECD framework for the evaluation of peace-building programmes, incorporating some good practices:

  • A methodology based on the theory of change;
  • Conflict analysis, a key tool for evaluation;
  • The consideration of gender issues.
At the end of this work, TDS and its collaborator submitted an independent, neutral and comprehensive evaluation to AFD, including strategic and operational recommendations, for the effective continuation of the Agency’s projects in the area of peacebuilding and resilience.
A study fed by the realities of the field through our wide network of local experts. Recommendations that are consistent and relevant to the values of AFD, the context of each locality and existing risks.
