The Paré pas Paré project, led by PIROI (Indian Ocean Regional Intervention Platform) of the French Red Cross, aims to build a risk culture and prepare local populations for the natural and technological hazards that threaten island territories. On Réunion Island, these risks are particularly significant and include cyclones, floods, and seismic hazards.
In order to measure the impacts of the program implemented between 2019 and 2024, draw lessons learned, and define future directions, PIROI launched an external evaluation of the project. This evaluation has a dual objective: accountability to partners and strategic planning for the 2025–2030 period.
To assess the program’s results over the 2019–2024 period, capitalise on lessons learned, and lay the groundwork for future development, PIROI commissioned TDS Group to conduct an independent external evaluation.

This process resulted in a complete and independent evaluation of the project, enhancing the impact assessment of the educational tools. Strategic, operational, and financial recommendations were issued to improve the project’s effectiveness and sustainability.
The study was carried out using our participatory approach, involving a network of local experts and strong community engagement.
