Niger | Completion of a feasibility study for the civil protection project

Since 2018, AFD has been providing support to civil protection services located in fragile or conflict zones.

With this in mind, the agency wished to support the Civil Protection of Niger in its capacity building and skills. Reorganized in 2020, it enjoys great popularity among the population but is faced with the disastrous effects of the multiplication of floods, epidemics, as well as the security threat.

In this context, TDS was asked to carry out the feasibility study for both the technical and budgetary aspects of the project to be financed by AFD.

The TDS activities were divided into two phases:

  1. Establishment of the technical and contextual diagnosis & development of the theory of change. For this phase, two field data collection missions were conducted in order to better target the needs of local populations.
  2. Definition and proposal for strengthening operational coverage (and associated measures), activities sizing, project governance, launch preparation and identification of quick impact activities.

At the end of this work, TDS submitted an independent and detailed study to AFD, including strategic and operational recommendations for the effective implementation of the Agency’s projects in the field of civil protection in Niger. The study presented:

  • Updated and prospective analysis of risks and threats in the target regions; 
  • Analysis of needs and proposal of relevant technical solutions in terms of call management in the MARADI, ZINDER regions and operations management from NIAMEY; 
  • The identification and precise and prioritised definition of community actions to be carried out for the benefit of populations, either directly or through auxiliary bodies of Civil Protection, without excluding any other relevant actors (CSOs, associations, etc.).
