Algeria | Feasibility study – Ajyal Equality Program

The Ajyal Egalité project is a program to strengthen the culture of equality between women and men in Algeria, Libya, Morocco and Tunisia through support to the various national and local stakeholders who can contribute to a better integration of gender in public policies and the ownership of issues by public opinions.

AFD wishes to launch Component 3 of the program, which focuses on promoting equality through the media.

In this context, the agency requested TDS to carry out a feasibility study with recommendations on activities to be prioritised according to each country’s ecosystems.

For this study, the TDS action was structured around 4 components:

  1. Decide on the relevance of the objective:
    • Gender-specific analysis of media landscapes in target countries to highlight the “big trends” on the treatment of gender equality by the media. This analysis takes into account institutional contexts, particularly in terms of public policies;
    • Collecting ground to identify the needs of direct and indirect beneficiaries;
    • Listing of existing projects supported by other international donors, particularly in media development.
  2. Make recommendations on media content formats, production and distribution:
    • Identification of different formats of gender content produced in the target countries;
    • Outline recommendations for programming concepts (including key themes), formats, and delivery strategies based on target audiences;
    • Identification of priority needs of media professionals in terms of professional, institutional, economic capacity building, etc.
  3. Make recommendations on the institutional set-up of component 3:
    • Sharing of assessment elements to select the operator who will be responsible for implementing this component and proposal of collaboration modalities to associate the main partners with this operator.
    • Pre-identification of potential locations where productions (if they are regional) could be carried out taking into account production costs.
  4. Assess the financial terms of the program:
    • Assess the estimated budget for this component
    • Identify public or private co-financing to increase the available budget.

At the end of this work, TDS submitted an independent and detailed study to AFD, including recommendations for effective implementation of component 3 of the Ajyal Egalité project.

As a result of this multidimensional, gender-sensitive and context-specific study conducted in collaboration with local experts, TDS provided a comprehensive study highlighting the needs and the best strategies and processes to meet them.
