Algeria | Feasibility study | Ajyal Equality Project

The Ajyal Égalité project aims to promote gender equality in Algeria, Libya, Morocco, and Tunisia by supporting national and local actors working to integrate gender in public policies and raise public awareness. The Agence Française de Développement (AFD) plans to launch Component 3, which focuses on promoting gender equality through the media. In this context, AFD commissioned TDS to conduct a feasibility study with actionable recommendations tailored to each country’s media ecosystem.

For this study, the TDS action was structured around 4 components:

1. Relevance of the Objective

  • Gender-sensitive analysis of the media landscape in each country to identify major trends in how gender equality is portrayed.
  • Assessment of institutional contexts, particularly public policy frameworks.
  • Field data collection to identify the needs of direct and indirect beneficiaries.
  • Mapping of existing donor-supported projects in media development.

 

2. Recommendations on Media Content and Distribution

  • Identification of existing gender-related media content and formats.
  • Development of programming recommendations: key themes, formats, and dissemination strategies adapted to target audiences.
  • Identification of priority capacity-building needs for media professionals (technical, institutional, financial, etc.).
  • Make recommendations on the institutional set-up of component 3

 

3. Recommendations on Institutional Setup

  • Definition of criteria for selecting the operator responsible for implementation and proposals for partner engagement mechanisms.
  • Preliminary identification of potential regional production hubs, considering cost efficiency.

 

4. Financial Feasibility

  • Budget estimate for Component 3.
  • Identification of potential public or private co-financing sources to expand funding.

 

TDS delivered a detailed and independent report to AFD, including operational recommendations for the implementation of Component 3. This multidimensional and context-specific study, enriched by input from local experts, provides a comprehensive overview of the challenges, opportunities, and strategic levers to effectively promote gender equality through media in the region.
