Tunisia and Morocco | Baseline Survey | Strengthening the Resilience of People on the Move

The Xenia Project, launched by Médecins du Monde Belgium with support from the Belgian Ministry of Foreign Affairs, aims to strengthen the protection, resilience, and access to essential services for people on the move (refugees, internally displaced persons) as well as for host communities in Tunisia and Morocco. The project also seeks to combat gender-based violence in fragile socio-economic contexts.

As part of this initiative, Médecins du Monde commissioned TDS Group to carry out a baseline study to support the strategic and operational management of the project.

Mission Objectives

• Establish a baseline for the project’s impact, outcome, and output indicators, aligned with the logical framework 
• Analyse capacity-building needs among local partners 
• Conduct a three-level risk analysis: contextual, programmatic, and organisational

Key Areas of Focus

• Strengthening the capacities of implementing partners 
• Providing direct funding to these partners 
• Promoting the active participation of vulnerable individuals in public policy development

The TDS team carried out a participatory mission that included: a mixed-method survey (quantitative and qualitative), semi-structured interviews with key stakeholders, local consultation workshops, and cross-analysis of data to inform strategic decision-making.

Impact : A clear baseline for the monitoring and evaluation of the Xenia Project, along with concrete guidance to enhance community participation and inter-actor coordination.
