Jordan, a strategic country in the heart of the Middle East, faces a complex combination of challenges: increasing vulnerability to natural hazards, the impacts of climate change, demographic pressure, and economic tensions. In this context, strengthening Disaster Risk Reduction (DRR) policies and improving the effectiveness of Civil Defense is a national priority.
Expertise France, part of the AFD Group, commissioned TDS Group to carry out a study aimed at designing a coherent, multi-year, and multi-project program proposal to support Jordan in its disaster risk reduction (DRR) policies and to strengthen the effectiveness of its Civil Defense system.

At the end of the mission, TDS Group developed a programmatic roadmap for resilience, including concrete recommendations and an investment plan to sustainably strengthen risk management in Jordan. Structured around the country’s major risk areas, the roadmap integrates several projects intended for AFD support, thereby reinforcing coordination between donors and national stakeholders.
