Global Security Audits | Infrastructure Protection: Ensuring the Safety of AFD Operations Worldwide

AFD operates in 115 countries around the world and overseas, focusing on the most vulnerable areas where security, political and environmental risks are particularly high.

In order to ensure the security of AFD assets and agents, the agency has mandated TDS to carry out safety and security audits of its rights of way and facilities across the world.

TDS developed and deployed a context-specific safety audit methodology aligned with both AFD’s operational needs and relevant national and international standards. The goal: to proactively identify and reduce risks, enhance preparedness, and improve security protocols on the ground.

Key activities carried out by TDS includes:

  • Context-specific risk analysis, identification of key threats, plausible malevolent scenarios, and their potential impacts on personnel, infrastructure, and operations.

  • Development of tailored audit tools, including specialised grids for assessing AFD premises, recommended hotels, and third-party security providers.

  • Assessment of security system maturity, highlighting strengths and critical gaps.

  • Prioritised and actionable recommendations, focusing on feasible and cost-effective improvements.

  • Awareness and training sessions for local teams, including scenario-based exercises designed by field-experienced security experts.

  • Technical safety recommendations adapted to the specific geographical and operational contexts of AFD missions.

Through this initiative, AFD strengthens its organisational resilience, safeguards its field teams, and ensures continuity in delivering essential development work in high-risk zones.
